LAW N ° 2007/003 OF JULY 03, 2007
ESTABLISHING THE NATIONAL CIVIC SERVICE
OF PARTICIPATION IN DEVELOPMENT
The National Assembly deliberated and adopted,
The President of the Republic promulgates the
Law whose content follows:
CHAPTER I: GENERAL PROVISIONS
ARTICLE 1: this law establishes the National Civic Service for Participation in Development.
ARTICLE 2: The National Civic Service for Participation in Development aims to contribute to the mobilization of energies to meet the imperatives of the economic and social development of the country and to promote among all citizens the national feeling, the sense of discipline, tolerance, the general interest and the dignity of work, as well as a civic spirit and a culture of peace.
As such, it contributes:
civic, sporting, cultural and professional training for conscripts and volunteers, with a view to their integration into circuits of economic and social development;
the consolidation of solidarity for national integration;
the development of skills for the creation of self-employment activities;
promoting local development initiatives;
raising awareness, protecting the environment and the ecosystem;
first aid and civil protection training;
the participation of volunteers in community service.
ARTICLE 3: The National Civic Service for Participation in Development includes a mandatory period and a voluntary period.
CHAPTER II: MANDATORY PERIOD
ARTICLE 4: (1) The mandatory period, of sixty (60) days, concerns young people of both sexes, aged 17 to 21 years.
(2) The duration provided for in paragraph (1) above may be extended under conditions fixed by decree of the President of the Republic.
ARTICLE 5: The compulsory period of the National Civic Service for Participation in Development aims:
civics training, physical, sports and cultural education
the consolidation of national solidarity and integration;
first aid and civil protection training;
awareness, environmental protection.
ARTICLE 6: (1) Expenses of the National Civic Service for Participation in Development may be granted in the event of medically proven incapacity or in cases determined by regulatory means.
CHAPTER III: OF THE VOLUNTEERING PERIOD
ARTICLE 7: (1) Is voluntary, within the meaning of this law, any person who undertakes for a fixed period, to devote himself, selflessly, to a project of general interest within the framework of the National Civic Service of Participation in Development.
(2) The volunteering period covers:
the development of skills for the creation of income-generating activities;
professional training ;
carrying out works of general interest in the fields of activities of the public or private sector.
ARTICLE 8: (1) The volunteering period of the National Civic Service for Development Participation is fixed at six (06) months. It is open :
young people who have undergone training within the compulsory period and who aspire to further learning;
young people who have not undergone training within the compulsory period;
to all Cameroonians capable and willing to contribute to the general development of the nation.
(2) The duration of the volunteering period may be extended under the conditions set by decree of the President of the Republic.
CHAPTER IV: MISCELLANEOUS AND FINAL PROVISIONS
ARTICLE 9: (1) The workforce under the National Civic Service for Development Participation is determined by the Government according to the needs and development programs to be implemented.
(2) Management of the workforce according to age is set by regulation.
(3) The organization of the living environment and the execution of works are ensured according to the principles in force in military formations.
ARTICLE 10: At the end of the supervision period, conscripts and volunteers can benefit from specific measures likely to facilitate their integration or their socio-professional reintegration in various sectors of public or private activities, under conditions set by decree of President of the Republic.
ARTICLE 11: (1) For the performance of the missions, the National Civic Service for Participation in Development receives from the State and possibly other legal persons under public law, the land, infrastructure or facilities required under the conditions set by a particular text.
(2) The National Civic Service for Participation in Development can also benefit from donations from decentralized Territorial communities and the Private Sector, under the conditions set by regulatory channels.
ARTICLE 12: (1) The public body implementing the National Civic Service for Participation in Development is created by decree of the President of the Republic.
(2) To this end, the State approves an appropriate budget each year.
ARTICLE 13: The terms and conditions of participation and supervision of conscripts and volunteers under the Civic Service for Participation in Development, as well as the terms of cooperation between the body implementing the Civic Service for Participation in Development and the public or private communities concerned, are fixed by decree of the President of the Republic.
ARTICLE 14: The modalities of application of this law are set by regulation.
ARTICLE 15: This law which repeals all previous contrary provisions, in particular those of ka law n ° 73/4 of July 9, 1973 instituting a National Civic Service of Participation in the development, will be registered, published according to the emergency procedure, then inserted in the official journal in French and in English. / –
